Rice Dobbins Sr., 90, of 403 Jackson Street, N.E. Blacksburg, Va., died Tuesday, April 11, 2000 at his home. Born October 22, 1909 in Riner, Va., the son of Lawyer and Celia Dobbins, he had been an employee of the U.S. Postal Service for 20 years. Mr. Dobbins was a member of St. Paul's AME Church. Surviving are his four sons, Harold R. Dobbins of District Heights, Md., John I. Dobbins, Sr. of Mitchiville, Md., Glenwood R. Dobbins of New Orleans, La. and Rice Dobbins, Jr. of Washington, D.C.; one sister, Mary Jane Stiger of Pulaski, Va.; eleven grandchildren; and four great-grandchildren.
